The Benchmarking Public Procurement 2015 report presents cross-country analysis in 10 pilot economies on issues affecting how the private sector does business with the government. Main findings: i) In some instances, public procurement rules and regulations can be difficult to access by private sector suppliers, hard to decipher and absent on issues of high relevance; ii) Although several economies adopted modern and sound public procurement regulations, their implementation in practice lags behind; iii) Transaction costs are high and exist throughout the public procurement process.
